In case you are using Windows 8.1 and are not able to open PC Settings, try to do the following:
Launch command prompt window and enter the following command
powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\ImmersiveControlPanel\AppxManifest.xml
